Ensuring Safe and Quality Bunkering Practices

SS 600, the first national standard in the world for quality and quantity assurance in bunkering practices was launched recently at the Singapore International Bunkering Conference (SIBCON) 2008. This seminar, organised by SPRING, aims to provide a deeper insights into the implementation of SS 600. SS 600 is the Singapore Standard that sets out the requirements and procedures to ensure that the correct quality and quantity of bunkers are being delivered safely and efficiently. It combines the requirements of SS CP 60 and SS CP 77. SS CP 60 has been used a benchmark for the development of an ISO standard for bunkering. By enhancing the procedures and requirements for the delivery of bunkers by bunker tankers to vessels as well as for the work of bunker surveyors, SS 600 will boost Singapore 's position as a leader in the bunkering industry.

SS 600 comprises two chapters.

Chapter One covers the delivery by bunker tankers and specifies the procedures and requirements, including documentation, equipment and verification during a bunkering operation. It covers pre-delivery, actual delivery and post-delivery checks and documentation.

Chapter Two specifies the work of bunker surveyors and sets out the procedures, documentation and equipment requirements for a proper bunker survey.

SS 600 will replace SS CP 60 : 2004 Bunkering by Bunker Tankers and SS CP 77 : 1999 Bunker Surveying, which are being enforced by the Maritime and Port Authority of Singapore (MPA). MPA will effect the enforcement of SS 600 in the second half of 2009.
